Say I pair a b650m HDV/m.2 motherboard with ddr5 Hynix a-die. Two generations from now if I upgrade the CPU would it be safe to overclock the RAM to 8000mhz? Should this even be a concern?

No, overclocking RAM does not significantly raise VRM temperatures. It can theoretically do this now if your RAM is rated for speeds like that.
