Cursor with random pixels??

I frequently get a few single pixels on my screen that follow my cursor around. I cant figure out whats causing it. I reinstalled my mouse and its drivers, checked connections, and updated my video drivers. It does not effect functionality it is just annoying. When you move the cursor around sometimes its fine other times you move it to a part of the screen and there are the pixels again following it.
 
Thats a video card problem, more than likely. Overheating or shorting, or jsut plain dying. I've seen all three.
 
I cleaned the card heatsink and the entire case and reseated it but not dice. Any way to keep this card going? I dont feel like spending cash on a new card right now.
