Credssp error on Vista

I have tried to figure this error out.I have run numerous spyware and virus programs.I also made sure all my drivers are up to date I have also tried rolling back my system but I keep getting the same error:
c://windows/system32/credssp.dll is either not designed to run on windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.

It happens with ie and adobe and other programs. I need help!! I am usually pretty good at figuring it out but this one has me stumped.I really don't want to do a reformat I have Vista Premium 32bit on a M6752 Gateway laptop
