cpu speed reporting diference

I set my c2d E6400 to 6x 400mhz = 2400mhz in my BIOS. When I run cpu-z those are the numbers I'm showing 6x multiplier and 400mhz bus. However, orthos (sp2004) reports cpu speed at 3200mhz and core temp (0.95.4) is showing Frequency: 3200mhz (533 x 6)

What's going on? Also, since I'm asking questions, my idle and load temps seem to be the same whether I set 6x 400 (2.4ghz) or 7x 400 (2.8ghz) in the BIOS, I'm wondering if this is because I have the voltage manually set the same?

51 idle -- 63 load.
