Well I read that My cpu has a max temp of 71C Now when AMD states this do They mean Core or "cpu" temp? Im sooo Confused. Cause if I go By Core then My cpu is REALLY hot at load.

I never said that was My cpu temp? I meant AMD states the CPU max temp is 71c. Core temps show's 55c for me. my cpu temp is 47c.

Yes, 71c would be the max SAFE temp for that cpu as per AMD's specs. As long as you keep it a few degrees or more below that, your cpu will live a loooooong happy life...these cpu's are designed to run in a hot ass OEM boxen for years, and trust me, they run alot warmer than any of us [H]ard guys would allow.
Are you on stock air cooling?
47 C sounds kind of high if that is your idle temp. If it is your load temp you are fine.
When you apply thermal paste you want a very thin layer that covers the whole heatspreader. If you didn't do this I suggest doing it over. Also if you just put the heatsink on your temps will probably go down as the thermal paste settles.
