Computer won't power up

Maybe you people can help me with this problem:

Before I left to go home for the holidays I unplugged my computer from the surge protector as to avoid any possible electrical damage. In my haste I didn't unplug my speakers or my cable modem which were both attached to the computer through their various respective wiring.

When I got back home I plugged my computer in and hit the power button..nothing happened. I checked the wiring and tried again..nothing. The surge protector was on and plugged in. I thought maybe my computer had been fried somehow through the self powered speaker system or the cable modem but this seemed highly unlikely as both were in perfect working condition. Additionally the clock that was plugged into the same surge protector was working and displaying the correct time. To top it all off I live in Southern California and electrical storms are extremely rare...I think there is more of a chance of my computer being damaged by an earthquake.

So I was thinking maybe something had happened to my Enermax power supply. I dusted off my old crappy generic psu and connected it to my mobo. I flipped the power switch on my psu to "on". My mobo "chirped" the led display on the cpu came on and the cpu fan started to spin but quickly stopped...it went for maybe 4 revs. Then nothing. I tried flipping the psu switch again..same chirp, same spin, same dead end.

For the life of me I cannot figure out what is going on. This is very frustrating :(

Look at your motherboard. Examine capacitors. See if the are swollen or leaking, or otherwise damaged. The problem, from what I can tell, sounds like a dead motherboard. it might not be, but this seems like the case.
 
Okay, first clear the CMOS, just move the jumper to pins 2-3 and then back to 1-2. Next, unplug the power cord into the PSU. Next, press the power switch on the computer. By doing this, you will clear the capacitators on the motherboard.

Next, plug the cord back in the PSU, put it to on, try to boot up.
