Computer won't POST.

Alright, friend asked me to post this for him while he sets up an account.

He's putting a computer together for one of his friends, and it won't POST. The fans/LEDs aren't even coming on, which makes me unsure of what the problem is. I've had dead boards before but the fans and LEDs still turned on. He says everything's plugged in, and he's tried taking parts out/putting them back in one at a time. He's tried the PSU on his own computer, and his PSU on the other; the PSU worked in his computer but his PSU didn't work in the one he's building. No beeps or anything. So, thoughts?

MSI K8N Neo NF4
AMD 3200+
6800 XFX GS PCI-E
Aspire 520W PSU
1gb Corsair XMS (2x512)
 
tried resetting cmos?

oops nevermind

if the lights/fans arent even coming on than its probably a short somewhere
 
Check to make sure that your power connector coming from switch is connected to the right jumper on the motherboard.
