computer stopped working - source of the problem?

Not sure the cause of this problem so I posted it here. Hopefully someone out there has experienced this before...

My computer has been working fine for about 2 years now. I usually leave it on all the time. The monitor will go to sleep if inactive for a period of time but the computer itself does not sleep. The other day the monitor was off so i shook my mouse to wake it up, but was unsuccessful. I tried turning the power off with the power button by holding it for 4s as usual, but was unsuccessful. I had to turn off the PSU at the back.

Now when I turn it on again, the case light blinks steadily and constantly, there is no POST beep and the cpu fan now makes a pulsating noise, as if the fan speed keeps going up and then down then up then down. My PSU is a Corsair HX520.

Is this a PSU problem or something else? I just moved so haven't had the chance to do much troubleshooting yet, and currently don't have an extra PSU to swap out. Thanks in advance for any insight.

Note: all my USB ports stopped working at 2.0 speeds a couple days before this incident. I'm not sure if it is at all related.
 
Really sounds like your PSU to me, though not impossible that it is a motherboard problem.
 
Indeed, sounds like mobo or PSU. Go through the procedures for your system NOT POSTing in the Basic Troubleshooting Guide sticky and report results. ;)
