CGI forbidden

When I try to use the script I installed (CGIproxy) it gives me a 404 and 403 error, any clue why?
 
Have you checked the error logs when trying to access them?

I had similar issues with a CGI Script in general after some footering around I discovered it was my Allow, Deny statements in the root directory that was causing some issues .
 
Try 755, also make sure that CGI is enabled on your webserver-- write some sample script to test.

EDIT: Also, make sure the directory the script is in is readable.
