Case for JBOD/DAS + Remote "turn on" PSU

Hello everyone.
I am in search of a case, near mid-tower size to handle at least 15HDD for a DAS/JBOD.

The cheapest options I found are based on those 9-bay DVD Duplicators.
I woud then use 3x (3x5.25 to 5x3.5) backplanes to hold 15 HDDs.
Output would be from a HP SAS Expander to an Areca 1880 Raid Card I have on Main server.
I don't need any CPU or similar on this case, only 1 PSU.

Now a few questions:

- Is there any controller via Ethernet IP to turn on/off a "remote" PSU?

- Are there any famous mid-tower JBOD which have a price not higher than 200€?
I'm inclined to Addonics or iStarUSA

- Are there any side-loaded towers similar to those of supermicro perhaps with bigger density than a normal tower with 5.25" adapters?
These are going to 10k$ and are Rack mount and I was looking for something more 0.5k$ mid-tower style
