Cant read CD

I have a CD that has some marker on the inside edge so the cd just spins up and will not read I think it cant see the file table so Is there a program that will Force the reading of a cd even if it cant see it
 
Take a paper towel, dip it in some alcohol, and wipe off the marker. Permanent marker comes off nearly as easily as dry-erase when you use alcohol. Just dont try substituting something like acetone for alcohol. I did that once and partially melted the back of my starcraft CD.
