Build for friend

So my friend called and asked if I could build a machine for him... here are the answers:

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc

Just web browsing and homework
2) What's your budget? Are tax and shipping included?

3) Where do you live?

4) What exact parts do you need for that budget? CPU, RAM, case, etc. Please be very specific.

So my question is...where can I make cuts. Lol I love all of these parts but with my GPU and possibly an OS key I need to cut back a little.

And also, should I give him an old XP key, or buy him Win 7?

Also, if he needs everything and this is only for web and homework, you might as well get a good dell deal instead of building one, then add your X1650 for that extra GUI processing. You can probably get an E7400, 3GB of RAM, 250GB HDD, DVD burner, Win.Vista/7 and at least a 19" monitor for around $400.

These are my suggested changes to the build.

-760G onboard video is about almost even with old x1650
-7850 is much faster than the 5400+
-500GB Seagate 7200.12 is near in the power saving and temps but the 7200.12 is much faster than WD 500 GB Green
-2.1 sounds much better than just stereo speakers.
