I would pick the Mobile 3000+ because of its 1mb of L2 cache and overclockability. Just make sure you read up on mobile installs on desktops (have to make sure your heatsink contacts the core properly).
 
The Sempron 3100+, and overclock the bejeezus out of it. The Mobile chips are nice too, but more money of course.
 
my +2800 A64 runs at anything between 2200 and 2500, depending on how much noise I feel like tolerating.
