Also, you need to have support for data if you wanna dial up with your cell phone. Usually it's like 10 bucks a month extra for a data plan.

In the Properties > Advanced settings, it has a "Bluetooth Collaboration" option, which was enabled, but I just disabled it to see if it is the culprit of my shitty wifi connections.
