Answering Machine?

My boss is looking for an answering machine to announce our normal business hours. He does not want it to record any messages though, just purely announcement. Does anyone know of an answering machine that lets you disable recording?
 
I was going to recommend Asterisk, but realized how overkill that would be. In the long run it may be something to consider.
 
He is not looking to spend alot of money, and our company doesn't have any other departments that calls would need to be transferred too. We are just looking to keep the people calling before opening. He doesn't want it to record because we do not want people leaving messages. I thought about maybe just leaving a long silence after the recording but that is kind of a hack way to do it.
 
Could you call your local movie theater and ask what they use? I haven't called a theater in some years but I remember they always had a looped recording
