New PSU and:
-12V = -1.33V
-5V = -8.78V

Is this PSU safe, broken? Is my motherboard messed up? Old PSU read around the same
 
You're getting these readings from software, right?

Newer motherboards don't bother reading -12V or -5V because they're rarely used anymore. I think MSI is the only company still out there using -5V.

I'm sure the readings are completely bogus. It happens all of the time.
 
The -5 V rail of the Enermax PSU I've in my main system reads around -2.86 V :p
