For me Spinrite always have the last word on drive being dead or not. If Spinrite cannot detect/benchmark or start working on the drive, that's it. If initial work is complete, I let it run full R/W/Verify pass overnight.

Not personal experience, but you can buy laptops with custom BIOS, or open source BIOS like Coreboot, and IME fully disabled. There are laptop vendors out there specialized in doing this.
Have not seen much of that going on desktops, though.

You can also run full Windows desktop in a VM, while operating from Linux host. Nice option to go all work. Just an option, if you find hardware you are happy with 🙂
