I use Edna and it will work behind your firewall and stay restricted to your LAN. I don't know if it will do what you are asking, I have never tried it that way.

I would try to find a PS without a fan. Even though the fan in a PS is exhaust, you will be sucking all the dust in to the case and out thru the PS.
