    It doesn't really matter what board if you're only going for 3ghz. That's 333fsb, and just about any board out there that supports quads should be able to do 333fsb.

    What's your budget? If it's in your budget, the Gigabyte P35-DS3R is about as good as it gets for it's price. The Abit QuadGT is also a decent quadcore board, and is $120 after a MIR at newegg.

    You can always use a Swiftech RadBox to hang the radiator off the back of your case. I've used them a few times.

    Usinf a single fan radiator for a Quadcore isn't a great idea. Your temps probably won't be that much better than air with the small of a radiator, and the rad that you chose if pretty much a copy of the BIX. I'd go with either a double or a triple for as much heat as you're going to have. A...
