It sold millions of copies even many years after release. Most of the Last of Us 2's sales were pre-orders or happened within weeks after release. Then it fell of like a brick. Analyze this, because this is worth analyzing instead of cherry picking figures in a vacuum that doesn't show the trend.
Where have you heard that? Maybe in pre-production, since the studio is working on Hunter's Gathering, which is about to be canceled, maybe then they'll go full production on a third mainline game, they certainly aren't rushing into it.
