What Happened to the 9950X3Dv2?

Turn off onboard graphics in bios if not already done. Give a screenshot of Ryzen Master home screen minus histogram to expose all memory settings.
 
Integrated graphics is disabled. This is my first Ryzen with two chiplets so I'm not sure if I had/have something in the BIOS set wrong. I just changed to EXPO 1 from EXPO Tweaked. Ryzen Master is choppy as well. I'm not sure if it's normally like that.

Very strange. There's nothing to tweak - at all. With 9950X3D and especially with 9950X3D2 (it was 7950X3D that needed more "kid gloves").

Do mem checks see if your RAM is good? When I had stutter it turned out I had a bad mem slot on the board. I just "dealt with it" for quite some time until finally some commenter on YouTube (I just post NVIDIA highlights from Fortnite matches with detailed hardware specs shown so people can get an idea of performance with different hardware) was like dude with your hardware you should have xx% frames more - I dug in via tests and yeah turned out bad mem slot as both sticks worked fine in the good slot.

Another easy one - do a DDU clean install (download it, go to safe mode, run it (clean uninstall video drivers), boot into normal Windows, install fresh NVIDIA drivers - or AMD if that's your flavor) - I've had it where a dll or two didn't register or some crap. It takes about 15 minutes to do so that is an easier check than running hours of memory checks.
