BIOS Flashback question for ASUS ROG Strix Z690-A Gaming WiFi D4

ASUS ROG Strix Z690-A Gaming WiFi D4 has BIOS flashback with a button and a LED.

Do I have to have a CPU installed for that to work? The manual doesn't say. Or is that an AMD thing only?

If I need a CPU can I use one that is newer than the current BIOS supports? I will have a 14th gen CPU and I don't know what BIOS version the board I have is at,
 
Note:

Asus' directions for flashback, says that the ME firmware is not updated during flashback. And you will have to use the "MEUpdateTool" separately. To ensure you have the latest. (its an .exe you run later, in Windows).
 
It works the same on both... I've done it with Intel & AMD.
