i think graphics cards are gonna be moving away from fixed pipelines and moving towards allocated pipelines, which is sort of a floating core concept.

03 and 05 is probly because his memory may be at 3200 and no overclock on the graphics card, no tweaks etc.

RMA the motherboard or buy a new one completely, its very rare that a problem like this would be down to PSU power, if an Nvidia card is underpowered it will display a message on windows startup saying your card is running in low power 3d mode.
Is it dropping lower in the same games you used to get 100FPS+ in or you noticed its getting slower the more newer games you buy?
