    it could also be that you accidently hooked the fan up to the 5V lead on the powersupply (instead of the 12V). Then, running them at 12V would seem WAY faster than at 5V. You can also get 7V out of your powersupply by going from 12V to 5V ... 12-5 = 7.

    make sure the heatsink is oriented the correct way. one time i re-did the thermal paste on my CPU, but accidently put the headsink on the wrong way (think of a 180 degree spin from the top view). AMD heatsinks have a bevel cut out of the bottom of them so that they can fit over the plastic...
