Sounds like you got a bum chip or you are doing something wrong with your overclock. You are the first person I have seen that is stuck at 4.2ghz. If more chips are like yours, then ivy bridge is going to be larger disappointment in the overclocking department.

Doubtful. If you have a Microcenter next to you that might be the best bet. Rumored to be $289. Think online retailers are going to be around $340-350 for awhile.
