Level1Techs tested it at PCIe 3.0 with the Intel 10700K and it would be better on PCIe 4.0 but it's not a disastrous 40% drop. I haven't found a 5700X3D where they had different motherboards and took the time.

Would frames per dollar be bang for the buck? It did well and placed 2nd, the A580 stayed at the top of Techpowerup in 1440p frames/$. But it isn't an even more complex chart showing high 1% lows and staying above 60 or 70, never falling to its knees. It is not going to crush a 5700.
I wouldn't buy a PCIe 4.0 x8 card for Gen 3 x8.
