Update:
It works now.
I removed the CPU, inspected the socket pins for dust or damage/bad angles etc, they all looked like they should, I reseated the CPU, and it works now. I have no idea why that fixed it for now.
Since the thermal compound was pretty much brand new, and had not set...

If one or two of the memory modules are placed in either slot DDR3_A1 and/or DDR3_A2 I get error code 38 which is Post-Memory North...
