I've got the latest driver from nvidia, and I've had this problem with other iterations of NVIDIA's driver. I'm pretty sure the game is up to date. Steam updated it not too long ago (and I think Steam automatically keeps all games up to date?).

Not in my case. I got huge hiccups when playing 64 person servers on my i3. Went to a 2600k and noticed HUGE improvements in average and minimum fps. My i3 was totally serviceable, but you can certainly tell the difference when compared to an i5 or i7.
