Do those poe injectors go pop often? If you don't want to invest in a PoE switch (not worth it for that many ports) a PoE midspan can be useful, especially if its managed to remotely cycle things.
I know it is DOCSIS 3.0 but on the hardware side they are using 4/5 channels for downstream and only 2 upstream so presumably a symmetrical connection isn't actually possible in that configuration?

You're over thinking the problem as far as I can tell, a real cluster would be beowulf (architectures need to match but not precise hardware afaik); but you're only really needing to offset processing?

If there is compression (and uncompression) along the 10mbit line you could potentially see a performance increase, the 10mbit connection is probably not symmetrical however so you could see your upload filling up which will hamstring any downstream gains.
