These readings can't be right. Also, I believe there's no temp sensor on 9800P.
Make sure you have cleaned the old driver correctly and not to share the power rail that your card is using.
Try your card in different comp. If still random shutdown then RMA your card; else try a differnt psu...
you need to install CP which is not included in "just the driver"
If you have installed CP already (eg. omega driver) and tabs don't show up, install the same driver again. If reinstalling doesn't help, check if you have your chipset driver installed
I would get X800GTO or X800XL if you have higher budget. You shouldn't have to worry about bottleneck too much in this upgrade.

you should try to clean your previous nV driver with driver cleaner if you haven't done so
1. Yes and No, maybe you can push the core with new cooler, but it isn't going to help your ram since 9800XT uses 2.5ns ram which is limited to ballpark of 400MHz
