And yea I know theres no version of Media Center without purchasing a full system but the same features can be done.
I'd say without the startup disk, if it don't see it in Computer Management check and make sure your BIOS sees the drive. Listen for the drive to spin up as well.
Other than that, I know of no other way to fix it other than PartitonMagic or a similar prog.
I've seen Lite-On DVD burners that do 8xDVD, 32x CD and CD-RW, and 52x read speeds at Wal-Mart for $100. It burns both the plus and dash formats on DVDs.
As far as a PSU I would reccomend at least a 400 watt Antec.
I am designing a Shuttle style PC for my living room. I want to use an All In Wonder Radeon because of it's decent graphics, TV In and Out, the ability to use it like TiVo, and the remote. Will this card be able to fit inside a Shuttle style case? The case I want to you is the F.I.C. Ice Cube.
