Before even considering a new computer, unless she already has a good A/V client installed, I would do some malware scans. It's entirely possible something is using alot of CPU/network on the system, causing the video conferencing to chug.
I think the best argument for not fixing a minor secuirty bug is that there's a non-zero chance of your "fix" introducing an unintended security issue that's actually exploitable, or a usuability issue.
If the original security bug isn't exploitable, it's not worth fixing.

I'm not sure why anyone would get 2 6600s. The performance is about the same as a 6800GT, but then you've got 2 cards that will become obselete and your only upgrade path is to replace them both.

I had my card clocked at 406/1030, and noticed some artifacts in Nature and Rag Troll. Nothing major, just a couple shadows flickered. So far, any games I've run don't have any issue. To be safe, I clocked back to 400/1000...
