You can try going into program mode and seeing if that lets you have shutter control (I can't tell from the review here), or simply switching to the "High Shutter Speed" setting in options (It looks like a little dude swinging a golf club)
Main options if you want to stick to top brands (Canon, Nikon) are:

the D50 or the 300D are gonna be the cheapest... the XT and the D70 are the next step up.
You will be surprised how little Field of View you'll get with the 50 1.8.
Get the kit lens. If you're doing any landscape shots or just some basic outdoor photography, you'll like having that 18mm.
Since the prices he's listing for the lens are including the 3x rebate, and the 17-85 isn't on the rebate list, I'm guessing that's not the route he'd like to take.
I don't have the 1S, but I have the C-750 which also is 10x zoom, so I'll add my opinion on the matter of ultrazoom cams.
The camera can take some really nice shots, no doubt. For things like sightseeing or ballgames or events, it's awesome. You can get right in on the action and get shots...
