Your best bet is to get a card with a lifetime warranty. Your second best bet would be to get better cooling. If you can, get both. I believe Evga has a lifetime warranty and will honor it even if you put an after market cooler onto your card.

The white dots sound like a video card memory problem. Strange that it happens in 2d... Are you sure it's not your eyes?
More importantly, what do you have for a cpu?
I have an old p4 system, 2.8ghz cpu and a 6800gs. With overclocking, and testing. I have found my cpu is the bottleneck.

You see, the thing is, when you lower your clocks you lower the amount of heat output. Therefore you may also wish to lower your 2D Fan speeds, in order to save even more power.
Bump your memory 10mhz. Then run a game/benchmark and look for artifacts. Continue to do this until you see artifacts. After you see artifacts, back down 10-15mhz. That should be a suitable speed for your memory.
