you can aslo start looking online for some other reviews that can tell you something about that LED light.
maybe they say something about the light being on when the powersupply is powered or it's getting power or something.
i replaced a motherboard using windows 7 and i didn't installed winodws 7 again. after a few montsh i was having problems so i decided to reinstall. called windows after reinstallation because i changed my motherboard and i got it activated again without problems.
i don't think fans on newer power supplies are a problem.
most of them are thermal controlled and only kick to higher RPM's when the temperature on the PSU rises. it's barely audible. most of the time your case/cpu and video card fans are the one's making more noise because they run at higher DB's.
i think is worth to try it. maybe temps become a little lower and the noise goes down. also i really like the h100 in the corsair cases. you can always take it back like you said. that's what i like from buying in my local micro center.

i've seen people getting gtx 560's labeled as gtx 560 Ti.
i think the customer support guys told him it was because they put a different sticker on a different card.
