    Reliable PCI Express motherboard with passive cooling?

    Why don't you get whatever you want and slap a passive cooler on it? That is easy enough to do. Also, I have heard time and time again, go with a lot of power. There are stability issues that seem to pop up when you cut it too close with the power requirements.
