I figured it out. The missing step was to check "allow anonymous access" in NFS Advanced Sharing and set the GID and UID to "0" (the same as the root account).

It was the power supply. I tried the video card with the 4-pin to PCI-E adapter instead of the PCI-E connector on the power supply and it worked just fine.

The x850 works (as best i can tell) in my old system. The motherboard in that one is a little flaky and won't POST properly most of the time, but I get video. I'm going to try updating the BIOS now.

The POST beeps are normal. The first short beep means that it POST's successfully, and the 3 long beeps is a memory error. The power supply is testing fine as well.
