In the future, you guys might consider using a step-up transformer to go from 120 to 240V for testing if you run across another unit that is 80Plus rated at 230V.
I've for the most part been successful at avoiding Buy More since the Geforce Ti4600 fiasco a few years ago. My money either goes to Fry's,Microcenter, or Newegg.

Mix 50/50 with HOT water. Strip the case, and dunk it. Strip the motherboard, and dunk it too. Rinse the MB with distilled water, and air dry for 24 hours. The tar and nicotine smell will be gone.

MKV2VOB is your friend. Takes about 5 minutes to convert. NTFS support isn't an issue when you can stream with DLNA. Find some new arguments... these are old and worn out.
I've done a PCB swap with a WD300BB that suddenly quit working. It took me a few weeks, but I found a drive with an identical model number and firmware revision on eBay. I'm still using that repaired drive as the boot disk for my file server. If the data is worth recovering, IMO its worth a shot.
I'd wager that the speeds are below SATA/150 spec because of command overhead. If Apple dropped back to SATA/150 for power savings, then you would likely lose all the nice benefits of SATA/300 (like NCQ and AHCI). Hell, the thing may even be running in IDE emulation mode.
